The discussions was about the locations of security checks. To my knowledge, bad guys never invaded hotels in New York with automatics weapons looking for tourists to kill. The range of targets in India far exceed those in the US and Europe. And security agencies were loudly faulted for the east with which those attacks were carried out. They've also had trains bombed and repeated communal violence. Europe and North America have had a picnic.
