I like Fairmont Hotels when I bring my dog. They are usually in older buildings, many of them historic and therefore have thicker walls which means more sound proofing

My dog is very well behaved and I always bring a kennel crate but she has an annoying habit of crying and howling for the first 5-mins after I leave the room (I check with my webcam). She settles down after that and is completely quiet. I also ask for an out of the way room at the end of the hall to not disturb any of the other guests when I leave for dinner.
My favourite used to be the Holiday Inn on King Street in downtown Toronto which sadly became a non-friendly Hyatt

They used to host the annual Toronto dog/pet expo in their ballroom & conference rooms and had a standard doggie package of treats, a toy, bottle of spring water a day, a large variety of food sample packets both supermarket and boutique brands, a small box of poo bags, a map of the area with list of nearby pet supply shops and the toll free after hours emergency Vet Clinic number. They also provided Bowser donut beds for your dog, and spare collars and leads (collar and lead to keep). I remember the pet fee being minimal too.
Hilton Hotels used to be almost all dog friendly, but definitely check ahead.
