Pure spedculation on my part, but this could be a situation where boarding in YYZ actually works against you. there will almost certainly be a number of J travellers only flying from YYZ-YUL, freeing up some space for YUL-GVA.
If you don't get upgraded at YYZ (and my guess is that you will not), get off the plane at YUL and ask the agent to put you back on the upgrade list for the continuation of the flight.
