1. Yes. You need the required 30K to get Silver. Otherwise you may try a status match with another elite membership to get your Silver back.

2. Up to you.

3. You have no Soft landing. Its only Green for you. Soft landing would be for say a DM member who did not earn even enough for Silver status, but he would be given a soft landing to Gold rather than straight to Green!
