If you're talking about an AA Award, then no you cannot do what you want, for the following reasons:
  • On an AA All Partner Award you are allowed at most a single stopover, and this only at the Nth American gateway
  • Asia Zone 2 (which is where SIN is placed) to Nth America requires 55k miles for a business award
