The most consistent response I have seen in the articles is that TSA hired the individual as a male TSO and until that person has gender reassignment surgery, they are required to perform the duties of a male TSO. I am not someone that is going to argue gender identity or choices made by the person in question (as that is unique to that person and is their own feelings and choices), however, if the organization hired them as a male (and the person indicated on the hiring forms that they were a male), then the organization has a reasonable right to expect the person to do the duties they were hired for. I do not have all of the information on this, but at face value it appears that this is a tough situation for both the organization, and more importantly the individual.
