Not really an issue now since the strike is over but that wasn't true, we were encouraging customers to request their upgrade via the self service channels since not all staff would know how to do it; upgrades were still procesed like usual during the strike (I was working as control agent for most of the International flights at the YYZ gates so I had cleared many upgrades. Might even have been some of you if you flew out of YYZ between Tue and Thu. )
