So was part of OPs problem was that the level of gas wasn't marked clearly when exiting the parking lot at rental initiation?
That wouldn't add up as the customer was instructed to return the car full.. but if the tank wasn't full in the first place, OP should have brought this up.. and avoided car rental return problems..

I've had the same thing happen at both National and Hertz, generally when they're running low on cars and need to turn over a return immediately. Just pointing out no company is immune to this.
Of course, National and Hertz have never tried to charge me for returning a car with the same amount of gas it had in it at rental.
So I guess the key again is .. check the level gas in the rental vehicle before leaving the parking lot..
