Enterprise doesn't. I just mention this because they're generally considered a reputable company rather than a no-name company. On their rental contracts there's a section to be marked for level of gas tank at time of rental, at least at the locations I've used.
I've had the same thing happen at both National and Hertz, generally when they're running low on cars and need to turn over a return immediately. Just pointing out no company is immune to this.
Of course, National and Hertz have never tried to charge me for returning a car with the same amount of gas it had in it at rental.
