This would depend on your arriving airline - if its SQ , it should generally be ok.. HOWEVER I feel that your arrival airline isn't on SQ though and more like UA... as SQ does not allow your bags to be over 23kg each even if you're in F class.

So you should be asking your arriving airline if they will forward your bag to MH. Please be also aware that MH has many different fare types that will restrict the weight. Although your airline may transfer your bags through, MH may restrict the transfer based on your fare type.
So you'd either have to be prepared to pay the excess, or change your ticket to allow you fly to your final destination on ONE ticket.
