I've done that a few times. I also don't mind if someone gently nudges my bag over.
But there was this one guy who decided that my laptop bag was over "his seat" and pulled it out.
He asked "who's is this". I said it was mine and he handed it to me.
Since he had an annoying wife and a crying little kid, I let it slide.
The flight attendant came over and said that the bins were first come, first serve but she didn't stick up for me.
Oh well. I was too tired to fight him. He seemed like he was close to the edge and I didn't want to get kicked off the flight for causing a disturbance with him.
I got on a plane in Singapore, to find a bag placed width-ways in the bin above my seat. I turned it round and my bag then fitted perfectly beside it.
However, the Chinese woman in the seat behind mine took great exception to my touching her bag and she kept screaming at me. As I couldn't understand her anyway, I ignored her and just did what I needed to do. She settled down after a while.
