Did you forget make sacrifice to the luggage gods?

I only had 2 US arrival TPAC or TALT where the tags did not get my bags out early. This is out of 30 arrivals PMDL(JKF DTW MSP ATL LAX).

Have you tried asking DL to reschedule you without charge to a longer connection? I think an hour and a half is right at the minimum for international to domestic in ATL.
GOES will definitely help somewhat but CBP is usually not the bottleneck.

The hold up is waiting for bags and then the TSA check afterwards.
