I think the real problem to be solved here is excess carry-on baggage. That's the root of the problem. There wouldn't be this crazy rush to get on board for most people if they knew they wouldn't have a problem stowing their carry-on. I wish UA would come up with an incentive for people to check more bags. Or install larger overhead bins. Something has got to be done about the baggage problem!
Yup, that's the sole reason I join the gate lice (politely to the side of the carpet) with my lowly 2P status.
There is no "fair" boarding order for this reason. Just different orders that promote one group of people over another, regardless of their consideration for bin space. How many people actually
want to board early for any other reason? I'd rather be sucking on a cold beer at the bar.
