Citi does not operate the same way as Chase does.
There are more differences than similarities between the 2 banks credit card operations. Chase does not keep an internal accounting on the miles award, everything is passed through to the FF program while Citi does the opposite with an internal counter. I already answered your essentially same question on another thread.
