Mon Ami Gabi at Paris has a nice bar area in the back of the restaurant that's open to the patio and Las Vegas Blvd (the bar at the entrance is dark and depressing). Entrees are $18-$25 and their house wines are actually decent and won't break your budget. I'm fairly certain you can eat at the back bar, but you might want to check ahead of time.
