This is not correct. The rules have changed. You produce a TDC on-line and submit it if you have duties to pay, otherwise you make a verbal declaration. Without knowing the new rule, I put a TDC in the box and so the agent in the NEXUS lane wanted to know what I had entered on the card and how much duty I owed. If I had not put the card in, I would have simply stated my having been out for the two days and the amount I had spent (under the allowed limit).
