We have never had to pay that much for a sunpass from a hire company. alamo/Dollar etc normally charge about $6 a day with a maximum of $36 per week. The sunpass we eventually bought in Walmart can be activated after you pick the car up. The license plate number is on the car, to enter, just activate it online. We have done it with multiple hire cars. Personally, I'd change your car supplier.
