That's unfortunate. It seems like if the capability exists to have two passports on file now, you'd be able to add the official one. According to the officer who interviewed me, CBP doesn't need to see or verify the new passport. I can just go onto the GOES site and make the change myself. I wonder if contacting the CBP obudsman might help.
If youever pass through IAD, you could try swinging by the GOES enrollment center there. I'm sure the CBP officers at IAD are quite accustomed to seeing AMCITs with Diplomatic and Official passports in addition to their tourist PPTs.
You definitely can do it (I have) although when I went to change my passport number (personal) after renewing, it did not appear to give me an option to make any changes to the official passport. I'll deal with that in 3 years.
