The multiplier miles post immediately and you keep them even if you cancel the ticket. You don't get a refund on the multiplier fee nor the actual miles and bonuses from the flight.
Absent of any other method (like if the buy miles promos ever dried up for good), this is a cheaper method than the standard miles-for-purchase rate of of 2.96cpm (2.75cpm plus 7.5% tax).
