I'd risk it. Dates don't grow in Canada as customs here are not too fussy (providing you declare them) about stuff that doesn't grow in Canada. As for the seeds, just say you don't intend to grow them and you'll be fine (I have a story about declaring some type of ginger rhizome as spice vs. something for growing. Long story short: Former is o.k., latter is forbidden). FWIW, Can customs wasn't too fussed about the (packaged) fennel and arugula seeds I brought back from Italy last year and both do grow here.
