That's a BA thing. I think the "what's a call bell?" page got ripped out of the manual years back, and noone noticed.
Pressing the call bell can sometimes result in a crewmember at your side in seconds. Or you can equally (especially in CW) sit there for ages, pressing it, turning it off, and pressing it again, repeatedly, and they will ignore it, even walking through the cabin and still ignoring it.
Better have the mindset that pushing the call bell means "I don't want anything, thanks", and if you really want a drink, just stroll to the galley instead.
