As part of JAL staying with OW QF agreed to have JQ help JAL start a LCC ex Japan. I think this would be the hub in Japan (a JAL LCC hub rather than a JQ one).

Neither QF nor JQ have the aircraft to be opening any new hubs at this stage, in addition they require traffic rights and slots. This is just speculation that has gotten way out of control.

The QF SIN hub is a very strong hub and the hub and spoke would be very hard to pull apart for QF.
