This was just brought up within the last week in the Airports SEA forum. It seems security rescreen has only been there for 2 years (Ihad just assumed it had to be since pre-flight security was required).
For what it's worth, the Pittsburgh terminal which is some 14 years old now was built in the same manner - international arrivals exit into the airside. SEA and PIT are the only 2 airports I'm aware of with this feature.
