You could use the "Multi-City" functionality to make your booking.

DUB - SIN
SIN - CGK
CGK - DUB

As to your other questions. It depends on the fare condition. But usually flights originating from Europe are allowed to make free stop overs in Singapore. YOu just need to pay the Singapore airport tax.
