OK, so you will have to compromise. Try hotel Raphael in Rome - small and not perfect by any means, but OK. If you can consider being just outside Rome, then try Park Hotel Villa Grazioli, or my favourite, La Posta Vecchia (about 30 mins drive from centre). Depends on whether you are there for leisure or business. If business, then obviously no good.
