No, you don't have to use the Chase card to book the reward ticket. I have the Chase OnePlus card, and I booked my last reward flight using my Citi ThankYou Premier card. My ORD-EWR segment was EUAed four days out, I did not have to call or do anything, the Elite Upgrade Notificaton email came in automatically.
