Greece and Turkey have historical relationships, although not always friendly, not much unlike between India and Pakistan, although not quite as hostile. I can see why Greece might want to allow Turkish citizens to enter visa free to some islands. But on the other hand, you know that's the route people would use to get into EU. Can the situation be dealt with by admitting Turkey into EU. But Greece will not allow that.
