Not a bad thing, really. Imagine TSA telling an employee, "Joe, we are sending you to Honolulu for the next 3 months." And Joe says, "Oh, heck, why there? That place sucks! Send me to Dirty Creek, Mississippi, so I can spend my time swatting away the mosquitoes when I fester in the humidity!". Besides that, I believe each TSA employees sent to Honolulu get a decent per diem.

Its actually a great program for those who can afford to be away from home, meaning no kids and such to take care of.
