After the recent AA/BA deal it has become possible to use BA transatlantic flights from the US on award tickets, by paying their extortionate fuel surcharges. However, does AA levy these fuel surcharges even when no BA content features in the itinerary?

For example if I were to fly HEL (AY) LHR (AA) ORD, would I have to pay AA's YQ for an award ticket?
