I wonder whether it would have been better if OP used Chase online (via secure message/email system) for the initial follow up - e.g., if one of the reps responded "wait for next statement" then this would be in writing as such OP could have used it as further evidence in his next round of follow-up.
I was one of those who got and accepted an offer (this winter) for PresPlus card w/no fee 1st yr but I haven't heard others say it also comes with bonus miles. If OP received an offer (miles + no fee 1st year) for the PresPlus card, it must have been a very distinctly targeted offer and quite exclusive, therefore I can understand why Chase may want verify offer (invitation) code. Hope someone else on this forum received a similar offer and can help OP with providing details to Chase.
I find it a bit strange that OP worded his/her offer that most of the annual fee would be refunded. For me, they didn't even charge me for the annual fee as it was clear from the offer that it was waived.
