Not that I am defending the bank (I am so far from that industry) but I have had no issue with Chase and the miles. They have given me what they promised - 3K miles each month (I am a big Chase user) that adds up...
What the OP need to do is continue to call Chase (not CO) and find someone (sup) that can find the exact promo. Like every cust service, not all reps will know or try to help you find the solution. Keep trying - it has worked for me - CO, Hertz, hotels, etc...
