Sucks that you are getting the run around.

That said, I don't recall any promos for the Presidential Plus card that had both bonus miles AND a waived fee. How sure are you that the promo you received offered both? There were a lot of first year free promos and a lot of 50K miles for the "regular" CC, but I don't recall any for both benefits.
