what possible reason would there be for needing to clear again at Long Beach ?

I understand that CBP have no obligation and certainly no inclination to ever explain their actions, but really, what would have been the harm in telling ? Of course getting any government actor to admit a mistake much less apologize is virtually impossible, particularly those who wear a uniform.

Until I learn otherwise, I'm going to regard this as simply another mindless clusterf___ .
