This is what's goofy about the whole thing. These are (supposedly) professional men and women traveling for their employer. They would be reimbursed when they submit their travel vouchers based on their authorizations for four bags each. These professionals should have submitted their travel vouchers ("expense reports") and been done with it.

I guess it's a net gain for U.S. taxpayers: now (under Delta's new policy) they won't have to pay for fourth-bags anymore.
