I assume you mean the Eduador Airport Tax (QB). Per ITA, it IS included in the ticket. But per IATA, it has to be paid in cash at the airport. Transit passengers are exempt.
just went out thru BAQ in Colombia, and first two taxes included in ticket. Always make the line for the exemption, but you have to be a US Citizen or US Resident (green card holder) to get the last exit tax waived. AFAIK, visa holders such H1, Student, etc. do pay. This also applies in CCS from experience
