It's part of the trend away from formal dining into "casual dining", where one of the major aspects of being casual is not having a bread plate (the Ivy being a fine example). You go to Le Gavroche and you'll get a bread plate.
As others have said, I'd rather the extra 5p/ meal go into the meal.
