I wonder if this might be station-specific rather than an airline policy as such (or to phrase it differently if some station ignore the policy in question?)? I have definitely had a success rate of (more or less) 50% from BA to AF or KL. In my case typically flights ex-US or SYD. I rarely check luggage (read as rarely as humanly possible!) so my n is not huge but off the top of my head I'd say it worked 3 or 4 times out of 7 or 8.
