Probably for the same reason that:
- we don't get a wet handtowel
- we get a napkin only big enough to cover one knee
- we don't don't get a choccie
- we don't get nuts
- a cup only big enough for half a cup of tea
- a glass only big enough for a few sips of water
Yet the beancounters think we all need salt, pepper, sugar, toothpicks, and a dessert spoon for the non-existent dessert.
