Both my Visa and Mastercard have a 1.75% fee, however the Visa card has a 0% fee for cash withdrawls. Even including these fees (where appropriate)
Amex was about 2c worse per Euro converted than either of these cards.

Its rather silly of Amex to do this as I ended up only using my card to test the exchange rates, hence all serious spending was through Mastercard or Visa.
