There's no question that the pre-clearance problem at YYZ is getting worse. The waiting area is often packed with lines extending well beyond the official pre-clearance area.

The most frustrating aspect of waiting is staring at the unmanned US Customs desks. The US Government is choosing to make this problem worse for tourists and business travellers.
