Amex will let you go for a BETTER offer if you recently got the card at a lower offer (which is nice) but are pickier with giving sign up bonuses...DL cards expecially....I've found if you stagger cards you can get the bonus every 2-3 years. Keep the card for a year, cancel it and get another flavor Amex (DL, AA. SPG, MR) wait 2 years before reapplying for that card again.....some YMMV has happened with BETTER offers coming around for that card without waiting the 2 years. if it's the same card and the same offer (or less) your chance of success without waiting is low. The good part is there are so many different AMEX card bonuses that getting 1 or 2 every year isnt hard.
What's the significance of keeping the card for a year? They want you to pay the annual fee at least once? Or is keeping for just under a year sufficient for purposes of this strategy?
