I don't know if there's a different arrangement if you're using AA miles, but BA members can't upgrade Y -> J, only W -> J.

I believe the upgrade inventory on BA is the same as the J award inventory, ie if a J award is available you can get an upgrade, subject to the comment in the previous paragraph.
