It's also no secret that the US ATC as horrible as it is, is still better than China allowing for faster take-off/landing intervals. Compound that with the growing # of flights in China and you can see why there are so many delays in China.

My thought process is just like the US for ATL, ORD, and JFK. Go early, otherwise anything late afternoon and PM EXPECT delays.
