This seems to be a weak workaround, if my understanding is accurate.
On your next chip transaction after changing your PIN, you’ll have to use your old PIN to approve the transaction one final time. After that, your new PIN is ready to use.
In a Chip & PIN system the PIN is stored in the chip on the card. To eliminate the possibility of interception it is never transmitted over the network. The option to change the PIN by telephone means that the stored PIN is not actually updated until the card is next inserted into a reader and the PIN must be held at the bank and transmitted when the next transaction is authorized. None of this is necessary if the PIN is updated directed when inserted into an ATM.
