Both MBNA Canada and CapOne Canada (major non-bank issuers) have both begun issuing chip-and-PIN cards. I have accounts with both, but have yet to receive a chip card from them (although I hold a few major bank issuer chip cards).
CapOne Canada, however, has the following tutorial on how to change your PIN -
http://chip.capitalone.ca/change. I suspect any US-based CC issuer could easily use a similar system.
