Is short-haul business going from 2+2 to 3+3 ?

Hi

Last night on a LHR - TXL route, business class (A319, one of the no cupboard/small galley) was seated (cabin divider was in place) as 3 + 3, rather than the usual 2 + 2 (with B and E seats out)

I'm wondering if this is a new (or is an existing 'when busy') seating config for short-haul; have others experienced it recently (or before)?
