Thanks for the links and the detailed steps to go through.

My brother and his family live in HKG so he can be our contact person.

So on our next visit, we drop the papers at HK Immigration Office, together with the authorization letter so the Immigration Office can call brother on the interview time.

Then we will schedule / extend the interview to happen during our 2nd visit. Have brother picked up the ID cards when they are ready.

I wonder if the Step 1 and 2 can be squeezed into a 10 to 14 days process... 'cause a few years back a friend went through similar thing but he had his app done in the branch office in New Territories because he was from New Territories (and the family still owns lands there). According to him, the 1st step and 2nd step were in the same week.

May be http://www.csb.gov.hk/english/pension/service/554.html can help to speed up the process. I am hoping...
