It is really the whole industry. Colgan was flagrant, but I don't think any airline that works under the same conditions as Colgan is that trustworthy.
It's really not fair to dismiss all regional carriers that way. Colgan, like Comair, is a real piece of work IME, worth avoiding -- and I never book Comair any more for numerous reasons -- but SkyWest and Shuttle America are pretty good.
