I'm glad things are finally moving but it's Chip and PIN most travelers want so the Chip & Signature solution doesn't help me. I need a solution for the 5% of the time - such as at unstaffed petrol stations or certain train ticket kiosks - where the only option is a chip & PIN card. Otherwise, the other 95% of the time a signature is no problem, chip or mag-swipe.
What I'm trying to get at is those kiosks might accept chip and signature cards. They would just bypass the PIN entry prompt. I wouldn't completely discount the Chip and Signature solution until there is experiential evidence to show that it does not work. Many of those kiosk are most likely looking for the chip itself, not necessarily for the PIN.
