Voter apathy, or high turnover of employees perhaps? If someone knows they wont be around long the union packets probably go right in the trash can.

Yes, at MUC and other places I am often greeted in a cheerful manner, with a pleasantry or two. But there isn't commentary whilst I am being patted down, or my bag checked, other than questions or statements directly related to the issue at hand.

It does seem however based on my own experiences and experiences reported here by others that TSOs have a lot of leeway in making comments to travellers. I don't mind a pleasantry but some of the endless chit chat that occurs seems to divert attention away from the task at hand.
It could be a combination of LEO wanabees engaging "suspects" in conversation just like the real ones they see on the TV show COPS, and just general poor work environments where they can make derogatory comments to the traveling public without fear of reprisal. What happened to Superguy when he was going through the checkpoint in BWI a couple of months ago is a perfect example.

Both situations are an impairment to the task at hand; keeping weapons, explosives and incendiaries off of commercial aircraft.
